web.xml当中不需要配置的。。。。去掉jsp-config配置，然后加入commons-fileupload-1.2.1.jar 重新启动服务即可！
去掉 /struts-tags /WEB-INF/lib/struts2-core-2.0.11.1.jar
jsp中路径不对瓦？
