以冬天象征死气沉沉的德国，通过童话般的幻想，逐章对德国的检查制度、关税同盟、骑士制度、政治上的分裂等现状做了无情的揭露和抨击。反动的普鲁士统治者、目光短浅的资产阶级激进派、奴颜婢膝的市侩、虚伪的宗教、狭隘的民族主义者都遭到海涅的辛辣讽刺和嘲笑。诗一开始就斥责德国消极浪漫主义所唱的“绝望的曲调”，反对那种麻痹人民思想的“催眠曲”。作者针锋相对地提出他自己要制作一首“新的歌，更好的歌”，要在地上，建立平等自由的“天国”。紧接着，他又猛烈攻击普鲁士专制政体，把它比作一只丑恶的鸟。
